"content": "It is annoying and disturbing to find a whole leader out there in the village with no salary for three months and yet we know how many people visit them every morning expecting support and they will not explain to them that they do not have money. Therefore, as I support this Bill, it is my humble opinion that Senate needs to be much more careful and keen on seeing how to get rid of the misuse of money by counties and see how effective the money being utilised out there is, more so on the development of infrastructure that is core."
