    "content": "Why should he be first? The Chairperson of the Committee on Health should actually speak last because he needs to take into account what Members have spoken to this Bill. This is the Second Reading, and Members have very different analysis. I applaud Sen. (Dr.) Zani for this Bill. Healthcare workers are a core part of our healthcare system. If you look at the Memorandum and Objectives of this Bill, it really addresses the issue of focus on the community. This comes at a time when we are looking at the most noble of professions, which is healthcare. That includes our doctors, nurses, medical officers and teachers.
