    "content": "training is concerned. I believe that a community health worker in Vihiga, Busia or Maralal has the same qualifications and training. If we leave it to the counties, there will be discrepancies in the level of training community health workers. Therefore, I propose that the clause which deals with training should be enhanced to ensure that the policy and what is required on training and the qualifications needed are prescribed for the entire country at the national level. It should be the duty of a county government to ensure that it has enough people properly trained to be community health workers. There is also the issue of the community health committee. I prefer the provisions here, but I suggest that we do not leave out village elders and sub-chiefs as provided in the County Governments Act. Administrators at the village level should not be left out because it is a local community affair. Therefore, whoever has some influence in that community should also have a place in that committee. I am glad that members of the committee will be elected. That is what we mean by enhancing democracy. Madam Deputy Speaker, because of time, let me also talk about teachers. My father and mother were teachers and I thank them. I am what I am because of them. In fact, my father was one of the first African Education Officers in Kenya way back in 1956. He became the first Clerk of the East African Legislative Assembly (EALA) in 1961. Later, he became the Head of Education in the Community and then Secretary to the Authority of the Community before it collapsed. He later became the head of the agency which dealt with locusts in Kenya. So, I am proud of them."
