    "content": "Mr. Temporary Speaker, Sir, the other thing that we should also look at carefully is that this is an enabling legislation. I have read the report by the relevant Committee. I must congratulate this Committee because they do wonderful work. However, I just want to point out that probably we should look at the provisions under the Public Finance Management Act. We should look at areas in which the Senate particularly, can make certain interventions, because these monies will go to the counties. Through this proposed legislation, there may be a more direct way for the Senate to make certain interventions."
