    "content": "I want to thank Hon. Duale for bringing this Bill. However, I want to respectfully disagree with him based on Article 118 of the Constitution. Article 118(1)(b) of the Constitution says that Parliament shall facilitate public participation and involvement in the legislative and other business of Parliament and its committees. So, public participation is enshrined in the Constitution. Unless we are saying that Article is unconstitutional, then that will take it to a much higher level. I agree with the Members that as Parliament, we can regulate what we want or how that public participation can be done either by an Act of Parliament or through our Standing Orders. That is up to us. I want to say what Hon. Duale referred to. We have Civil Procedure Act and Civil Procedure Rules. Talking about the rules is limiting."
