"content": "must be put in order and there must be money. Sometimes we think there is a pool of money in the Treasury. The Treasury is collecting money continuously and at times they do not have money. You do not expect the Cabinet Secretary in charge of Treasury to announce to Kenyans that the country is broke and that we do not have money. What they do is to close the system. When they close the system, they regulate the use of money. So, sometimes we may be too harsh on the Treasury for nothing yet they are just... Really some of us who have interacted with our State coffers know that we are struggling as a country. That is a fact. I can speak about it because I am a politician. That is a fact. We do not have enough money in this country to meet all our expenses. So, when you see IFMIS being closed, the message they are sending to you is: “Parliament, wait. We do not have money to give you.” Thank you, Hon. Temporary Deputy Speaker."
