    "content": "understood the times and for me at age 40 years, I found it sacrilegious to be in KYPA. This is because I knew my time in the youth movement had passed. I know there is a difference between being young and youthful. I am still youthful but not young. If this Bill is implemented as it is, it will help us utilise the new knowledge of young people who will be coming into service when older people are tiring. This is because we know the world is moving very fast. There are new technologies and knowledge that needs to come into the workforce. This Bill will ensure that even as young people come in the older people get upward displacement. This upward displacement does not condemn someone to go and die. When you are upwardly displaced you serve in a higher office. Even in the tradition of organisations, we know the place of boards where people superintend over secretariats at an older age.
