    "content": "We are doing disservice to Kenyans by not making the right laws. No wonder Kenyans went to the Chief Justice (CJ) to ask for Parliament to be dissolved because of the kind of games we are playing. Mine is to urge our colleagues in the National Assembly to get serious. We are serving Kenyans. This is an important piece of legislation. We have problems as it has been enumerated by Members. In almost each and every county, there is a boundary dispute because there is no consultation. Some of the boundaries are colonial or tribal. Some of them were done in 1992 when the Districts and Provinces Act was enacted. That did not have any public participation. It was just a matter of picking the colonial boundaries and creating the Districts and Provinces Act of 1992, which we all have issues with."
