    "content": "We need to create a legal framework. Part of what is going on under Agenda No.4 is to get a legal framework that would make it easy and provide implementing legislation for purposes of Ndung’u Report. But I must say in clear cases where a blatant act of fraud may have been committed, I have not hesitated in revoking title deeds so that the public interest is secured. In some of the cases, even when they are taken up by the Kenya Anti-Corruption Commission (KACC), they stay in the courts for years because the status of land changes while the matter is in court. We decided, as a Ministry, that where public interest is important to protect, that we will not wait until the necessary legislation is in place. But I hope and I know the Member supports the framework set within the National Land Policy. We are working on the necessary legislation to make sure that we can resolve this problem by both word and deed."
