"content": "Unfortunately, as the Chairperson has said, we could not go to all the counties. Wajir County is one of them that we did not visit, but our term has come to an end. Even as we request to be given more time to finish the Report, it is not the wish of this Committee to continue because the emergency is over now and the routine has set in. We have Standing Committees that can take over the rest of the routine work that has been put in place. We have nine reports. I am sure that there will be the tenth one which will be the major Report. Mr. Temporary Speaker, Sir, we kept the nation, this House and all the stakeholders abreast of what this House has done towards oversight, representing and ensuring that as the Senate kept the ball rolling. We made sure that we held ourselves and others accountable to give the best service to our citizens in the five thematic areas that we had we had identified. Sometimes people think that when you have a platform or have something you want to stay on, it is not the wish of this Committee to do so. However, it is the wish of this Committee to do the quality of work that this House is accustomed to, the quality of work that has become the standard unit for our Committee and ourselves as individual brands. For that reason, we had asked for a bit more extension of time not to continue to do the work, but to finish the Report. Some of the reasons this Report has not been finalized is because of the need for certain forensic audits, especially as regards to oversight of funds to counties, national Government, Ministry of Health and Kenya Medical Supplies Agency (KEMSA) where we felt that we wanted to do a thorough investigation through a forensic audit. The Report on KEMSA was submitted to us two days ago. For that reason, we would like to make sure that our final Report reflects that important information. Therefore, it is the reason why this Committee had asked for more time to ensure that we enrich our Report with those facts that are from the forensic audit as performed by the Auditor-General. I do not want to speak too much. The Chairperson made a fantastic job in enumerating what this Committee has done, the approach we took in terms of how we organized our work and what we did in terms of making sure that we went to the ground to ensure that the information we received from our stakeholders was corroborated on the ground as well. That sampling is satisfactory enough for the Committee so far even if we did not manage to visit as many counties as we would have wished to. We hope that the Standing Committee on Health and Committees on different thematic areas that we identified can be assigned some of the routine work that will have to continue because this pandemic will be with us for a long time. Mr. Temporary Speaker, Sir, I wish to thank all of you; the Office of the Speaker, for the support that was given to us, our colleagues for the vote of confidence that we could do this work under the circumstances that were very new to all of us and to our previous Chairperson for the good job he did to steer us for the period he was our Chairperson and for our Vice Chairperson who took over and did a sterling job in ensuring that this country, this House and the people that rely on us for services got what they deserved. The electronic version of the Senate Hansard Report is for information purposesonly. A certified version of this Report can be obtained from the Hansard Editor, Senate."
