    "content": "This Bill is in line with international legal instruments. The Abuja Declaration states that 15 per cent of the national revenue should go to health. Kenya is one of the signatories of the Abuja Declaration. Apart from that, Kenya also ratified the Alma Ata Declaration which stresses the need for individual and community participation in planning and implementation of issues to with health. People-led initiatives become sustainable because people want to own and be part of the project. With that, the attitude is positive. This Bill will ensure sustainability of community health services at the grassroots. One of the things we must cherish as a Senate in this Bill is the aspect of community involvement in community health services. Once they are owned by communities, then they will be successful."
