    "content": "When we are debating, we should come up with resolutions that are implementable to some extent. You might find that some of them cannot be implemented given the Budget that the country has. Given the budget-making process in this country, you might come up with a resolution that requires a large amount of money to implement. So, it sometimes becomes difficult for the officers to implement it. The implementation should be in phases. We should come up with good recommendations that are implementable on the ground and not general in nature. For example, if you want a resolution or recommendation to be implemented, it should be within a particular time. When you leave it open, the officer can come before the Committee and say that the process is still on because it is not time-bound. We should check on that to make sure that the implementation is in place."
