    "content": "It is also worth noting that this Bill, when it becomes an Act of Parliament, will also be like a money Bill. In the enactment of this Bill, it shall occasion additional expenditure of public funds. Remember, in the Bill, we had indicated that every institution that has to participate in whatever they do, we have to set aside money that will facilitate public participation, which is fully embedded throughout our Constitution.
