    "content": "A lot has been said about this Report. At the preliminary stage - I say what lawyers say; that parties are bound by their own pleadings. In this case, when the makers of this Report admit that it is incompetent, to me I will submit that it is incompetent ab initio. They should live by the consequences. I am not going to tell them what to do. They know better. Having seen this Report, and its own iniquities, I beg to move an amendment by deleting the full stop at the end and inserting the following words---."
