    "content": "In proper procedure, if you have a document that has continuous pagination, you cannot go to Page 143 and then have Page 9. What the Secretariat should have done is to allow this document to be renumbered. Otherwise, somebody reading this HANSARD would not understand what we are doing. You cannot read 143 and say after that, read Page 9. Therefore, from Page 143, it should be 144, 145 et cetera . When I said that this Report was done by two or three people that is what I mean. The confusion is real."
