(Dr.) Kabaka, and also taking into account the precedents and traditions of this House, it is not the duty of the House to sanitize the amendment that has been raised by Sen. (Dr.) Kabaka. It is his duty to move his amendment, get it seconded and convince Members. The amendment has not been moved and seconded. There are many of us who have been lining up to contribute to this debate from last week. Could the Senator be asked to move, be seconded and then we can debate?"
