    "content": "Mr. Speaker, Sir, I have taken my time to read this 365-page document by the Committee. The Constitution has given us powers that we should exercise on behalf of Kenyans. This Report looks like a letter of lamentations. The way it has been done by the Committee, it has solely been based on raising issues and observing. When you look at the recommendations, it is like shooting blanks. This letter of lamentation that has been espoused by this Committee is very unfortunate and any right-minded Senator would not support such a Report.
