    "content": "There has been concern that the Report seems to be targeting local contractors and businesses for punishment. Nothing could be further from the truth. I will give an example of maybe two companies. For the record, Sen. Olekina read before us a letter that he said was dated October, 2014 giving a local company the power of Attorney, to act on behalf a foreign contractor. For the record, let it be known that the tendering for this project was done in June, 2014, five months before the purported letter of Attorney was tabled."
