    "content": "today. It will be good for Members in terms of having a break and ensuring that what happens in this sitting will be different from the next one. Basically, that is what I am asking Members to approve. This is purely to ensure that we are within the spirit of our procedures and do not deviate from processes. You cannot table a report and debate it in one sitting. The Report has been tabled, we will now have a break of 10 to 15 minutes, and then we will come back and go through the Report. I am also conscious that, as the HBC, we had promised that Thursday will be a Private Members day. We have transacted one Private Members Motion. When we will be through with the business on the third basis of allocation of money to the counties, we will go back to the Private Members business. The HBC is conscious to give Private Members Bills priority. In the greater public interest, we will allocate some of that time to the business on the third basis of allocation of money to the counties and thereafter we go back to the Private Members business. I urge Members that we create this sitting, we fast-track the process of money going to counties, so that we are not seen to be delaying the process as it happened elsewhere.
