    "content": "I do not want to dwell so much on the formula because I will confuse more people here. I think it is well documented in the Order Paper and Members can have a look at it. AND FURTHER RESOLVES THAT, the Third Basis for allocating among the counties the share of national revenue that is annually allocated to the county level of government for the financial years 2020/2021 to 2024/2025 shall be applied as follows- a) Equitable Share for 2020/21 County Allocation = Allocation Ratio + 0(Formula). b) Equitable share for 2021/2022 to 2024/2025 of Kshs.370 billion and above County Allocation = 0.5 (Allocation Ratio) + (((Equitable Share - 0.5 (Allocation Ratio ))*( Formula) ). PROVIDED THAT, for the duration of the operation of the Third Basis for allocating revenue among the counties, no county shall receive in any financial year an amount of shareable revenue that is less than the amount of shareable revenue received by the county in the Financial Year 2019/2020. Hon. Speaker, I want to kindly seek the indulgence of the House because this is a document that we have worked on for only two days. As you are aware, the Senate had this document for one-and-a-half years. I really thank my Committee most sincerely. It worked overtime, burnt midnight oil to come up with a document that has evaded the Senate for one-and-a-half years and we were able to do it within a day. I just want to take the Members down the memory lane and where we came from.
