    "content": "The President has promised, I know there is also Building Bridges Initiative (BBI) where we are thinking of at least 35 per cent. So, it may be actualized. But before it is actualized, you should not legislate something that is like a promissory note. That is the concern that the Budget and Appropriations Committee had.
