    "content": "Hon. Temporary Deputy Speaker, several parameters have been given by the CRA. A number of those parameters are weighty. I would like to speak to agriculture. In my opinion, agriculture should not just be about crops. It should include camel and cattle pastoralism as practiced in my area. It is very unfortunate that water has not been included here and yet, 80 per cent of our country is semi-arid and arid land. Water is very important but it has not been addressed in this formula. These are the basic necessities that our people need."
