"content": "Secondly, experience of a number of years has indicated that it is important for the Senate to deal with the matter - the Public Finance Management (Amendment) Bill. They should deal with it and bring it back to the House. If that amendment was given to the Senate, we would have solved this problem. In the case of a stalemate, the counties can access 50 per cent of their resources. So, the Senate should have gone ahead and completed that Bill as they were dealing with the formula. They ought to have gone ahead with that Bill so that we finish with it and then the President assents to it. That way, going forward, the counties will not be in a lockdown situation. Hon.
