    "content": "Lastly, there are other parameters such as blue economy. When you go to Nyanza region and the fishing areas, you find that those people who engage in fishing have so many challenges. When you talk to the county governments, they tell you that they do not have resources to address some of those challenges that those people experience. Therefore, I feel like the Senate or CRA need to go deeper and identify more other parameters that are instrumental in sharing these resources, so that we can have a situation where economic activity such as fishing which is substantially contributive to agriculture form a basis for revenue sharing.
