    "content": "Innocent Kenyans who are hardworking people who are employed by county governments have gone without salaries for months because some people decided to play politics on a grave matter that affects the very nature of the Constitution, 2010 which is devolution. Moving forward, we hope that this will never ever happen again. The intervention by the Budget and Appropriations Committee and this House should give precedent that we cannot be held hostage by the Senate of the Republic of Kenya.
