    "content": "Mr. Speaker, Sir, in fulfilling its mandate, the Ad Hoc Committee on Managed Equipment Services, was guided by the Constitution, the Parliamentary Powers and Privileges Act, 2017, the Public Finance Management Act, 2012, the Public Procurement and Asset Disposals Act, 2015, the Senate Standing Orders, among others. Article 125 of the Constitution empowers both Houses of Parliament, and any of its committees, to summon any person to appear before it for the purpose of giving evidence or providing information. Article 125(2) of the Constitution further empowers a House of Parliament to enforce the attendance of witnesses and examine them on oath, affirmation or otherwise; compel the production of documents, and issue a commission or request to examine witnesses abroad. The Ad Hoc Committee on Managed Equipment Services applied these legal provisions to deliver on its mandate. The electronic version of the Senate Hansard Report is for information purposesonly.
