    "content": "Mr. Speaker, Sir, with your permission, I will now proceed to highlight some of the findings of the Committee. We wanted to know whether the Ministries did a needs assessment as far as the project is concerned. We interacted with both the Ministry of Health and the Council of Governors (CoG). What transpired at that particular time is that Ministries were saying that the needs assessment was done, but Gov. Oparanya who represented the CoG as the Chair, said that the needs assessment was not done.
