Standing Order 63 (1) says- “The proposer of an amendment to a Motion shall, before moving it, hand the proposed amendment in writing, signed by the proposer, to the Clerk at least two hours before the Order is read.” I do not know if such a request was forwarded to the Clerk because it has not reached me. Secondly, I do not know or understand why the Speaker did not agree with the amendment. Sen. Cherargei, we are still on points of order. Please, be brief and to the point."
