    "content": "In our Committee, part of the Secretariat was the Deputy Director of the Parliamentary Budget Office. How is it that when the Bill is taken to the National Assembly, which is 20 steps across, with the same Parliamentary Budget Office, which had told us to amend many sections, it becomes a Money Bill? You know how long it takes us to make amendments in this House, so as not to make a Bill a Money Bill. Mr. Temporary Speaker, Sir, I urge the Senate Majority Leader to take this matter up. At least, it was not communicated from the Chair of the National Assembly. That Bill needs to be passed as it is, because it is a Bill for posterity, and not just COVID-19. If there is another pandemic in two months, that is the Bill that will help have the proper protocols and accountability measures to deal with a pandemic without the loopholes.
