"content": "Affirmative action is not for those who are able to access but for those who are not able to access. Why should a Member of Parliament or a Senator with a business associated with him go around with AGPO certificates asking for preferential treatment, yet they can access credit and flexible payment terms? This Bill is not in any way made to benefit anybody, but help those who are locked out of the systems through which people are getting paid in this country. We have heard of many scandals where we are told: “I got a phone call, a Short Message Service (SMS) to prioritize this”. This Bill will make it difficult, and I hope Members will strengthen it further in the Third Reading, for brokers to come in between a legitimate hardworking Kenyan supplier and their payment. This is what we intend to do."
