    "content": "14 days after receipt by the procuring entity or after the prescribed payment date. This is to protect businesses in this country. As a means of ensuring that the provisions of these law are implemented, we are providing that where a supplier has delivered an invoice to the procuring entity and the accounting officer or the officer responsible in the department, negligently, maliciously or without reasonable cause, fails to return the invoice as provided for rectification or to pay the amount due, the person responsible is personally culpable. They have committed an offence and they are liable to a fine not exceeding Kshs5 million or to imprisonment for a term not exceeding five years or both."
