    "content": "Mr. Temporary Speaker, Sir, I am glad Nairobi Metropolitan Service (NMS) has started on a good footing. However, some of the stories we are hearing, I want to tell Gen. Badi not to allow this to be the story at NMS. It has been the story in Nairobi and many other counties for too long. You might have good intentions at the top but there are people in the Finance Department who are making Kenyans suffer. That should not be allowed. We are glad that through public participation, I was looking for the report of the Committee. The Private Sector Alliance said that this Bill is so good and they want to be part of it. Within the private sector, there are smaller entities harassed by big entities. I can say this because I have experienced it in the private sector. You know that once you have done business with some big companies it will take 90 days or 180 days if you are lucky. You are such a small player and you have just provided a tent. We have young people making tents. We should help them set up event management companies. They have collected tents, chairs and have come to Kenyatta International Conference Centre (KICC) and set up, the function is dazzling since it is a huge corporation. Unfortunately, for three months, the young people are crying and languishing because they hired a truck to bring the tents and hired staff who they have not been able to pay.
