    "content": "The private sector has said that we should also include them in this Bill, because we legislate not just for Government entities, but for the Republic of Kenya. We govern how people do business even in the private sector. Therefore, we are going to put it in here that there must be that kind of agreement. Some of these people cannot even access the top person who deals with finance in those corporations. Some have huge security barriers and you cannot get to them."
