The same trick that happened centuries ago is what China used less than 42 years ago to become one of the strongest economic powers. There is no way to reinvent the wheel. There is nothing new under the sun; it is the same thing. Produce whatever. Here, we are still importing toothpicks. We are importing very small things that we should have produced and consumed. Let us create hygiene in doing business with Government and within the private sector, and it will then encourage that production. We have seen people pouring milk in parts of this country. We have seen maize farmers in Trans Nzoia knowing that even if they take their maize to the National Cereals and Produce Boards (NCPB), they will not be paid. We have seen people uprooting coffee because they are not sure, and business depends on stability and predictability; that if I produce particular goods, they will be sold at a particular price, at the right time, and I do not need to know anybody. That is the country we want. Mr. Temporary Speaker, Sir, the country we need is where equality of opportunities and a fair chance at life becomes the prerogative of all. That for you to do business in this country, you do not need to know a Senator or a Member of Parliament (MP). We are talking about e-procurement. You do not even need to know who is the procurement or finance director. We do that by removing as much as human subjectivity by having such automatic provisions. Once this this has come in, the days start counting. Once the days start counting, you pay. The less human intervention, the less the corruption. That is why they call the United States the land of the free the home of the brave. It is opportunities for all and everybody runs there. That is because once you know you have an idea, you can be anything. The Temporary Speaker has advised me I have a lot of time. My county, Nairobi is bursting at the seams with innovative young people. They are very innovative. Many of them are hiding in employment because they know if they venture out and start producing and supplying, they will never be paid. We cannot grow our economy like that. Even in the Building Bridges Initiative (BBI), we must talk about equalization of opportunities. Mr. Temporary Speaker, Sir, you a Member of a Committee I chaired in the last Parliament that was a joint committee. It was a Committee on National Cohesion and Equal Opportunities. Initially when we joined it, I though it is an oxymoron or there was a mistake to name the committee “National Cohesion and Equal Opportunities.” However, as we did our work, we realized you cannot have cohesion without equalization of opportunities. Mr. Temporary Speaker, Sir, why do people fight to have a governor from their tribe or clan? You know if you have a governor from your clan, you will do business and you will be paid. However, if another one comes in, he stops everybody who had done business with the former governor and they are not paid. That discretion is what we must take away from elected leaders and from those top bureaucrats in different levels of bureaucracy at the national and county levels. Why do people fight for the presidency from their region or community? That in this new set up we must have our person. It is because it has been that when your person is somewhere then you know you can have an opportunity to do business.
