    "content": " Thank you Hon. Speaker. It is about the Fund that we created through the amendment of the Public Finance Management Act. I appreciate the response by the Chair, but the regulations need to be put in place quickly. Hon. Speaker, before implementation, the regulations have to be in place. The regulations should tell us how this money will be shared out. This is because we are talking about small, micro and medium enterprises. So, we need to know how the money will be shared out amongst the different cadres. We are also interested on how it will be shared out amongst the different regions in the country. It is, therefore, important that we get that information beforehand. The Fund was supposed to have been implemented by mid-September. We are already passed mid-September, but it has not been implemented. People are meant to stimulate economic growth during the period of COVID-19. We are noticing that the number of infections is dropping. So, it is something that needs to be done in the shortest time possible."
