    "content": " Thank you, Hon. Speaker for giving me a chance. I want to thank the Chair for the response she has given today. I just want to comment on the Equalisation Fund which is a constitutional principle. The country or state has a mandate to implement it. The regulations were put in place and money released. The Chair said Kshs12 billion had been released and only Kshs2 billion was used because there were a lot of pending issues.
