Millie Odhiambo because we spent some little time arguing as to why Article 100 should not have been the first attempt before you end up with the very many attempts to amend Articles 97 and 98 of the Constitution. Finally, this National Assembly, under the leadership of Hon. Kioni, brought the necessary legislation. Reading through the report, one can see that there was consultation across the board.
