    "content": " Thank you, Hon. Speaker, for this opportunity. It is very disturbing. I want to quote Martin Luther King Junior. He said: “The ultimate measure of a man is not where he stands in moments of comfort and convenience, but where he stands at times of challenge and controversy”- like now. I was very affected and perplexed by the ill premature advice from the Chief Justice. Why do I say so? We are aware that on this matter of the two-third gender rule in 2017, there was an order that was given by Justice Mutivo and the Chief Justice knows that in two weeks’ time, there is going to be a hearing to determine whether that order was applicable in the 11th Parliament or in this 12th Parliament. What was the hurry for? That is why I am saying it was a challenge. Is it because he is about to retire in three months’ time? Is it because he wants to go down with the BBI? Hon. Speaker, even the Supreme Court judges do not subscribe to the two-third gender rule and we know that. There is no two-third gender rule in the Cabinet itself. This Parliament has worked extra hard to achieve this. The many legislators who are shouting outside there, particularly, our female colleagues, should stop pretending. We have been in this Parliament and at the time of voting, when the Bill was here, they were in New York, to gain allowances as opposed to advancing this."
