    "content": "Madam Deputy Speaker, there is a very fundamental contradiction under Article 261(7) that the President cannot just act on it before the loopholes that have been identified on this matter have been rectified. Article 261(7) applies to the Fourth Schedule which consists of many legislations to be enacted. Most of the legislations under the Fourth Schedule will not cause a fundamental problem. However, where a decision to dissolve Parliament will affect other provisions of the Constitutions, which led to the election then I submit that those contradictions must, first of all, be ironed out and clearly stated before Parliament can be dissolved."
