    "content": "Hon. Deputy Speaker, there is the issue of late disbursements. The constituencies cannot implement their projects on time because the National Treasury is delaying in disbursing funds. There is the issue of inequality in terms of disbursing the same. You find that when one constituency has received 100 per cent funding the other constituency is at 20 per cent. We need to know why this is happening as much as some constituencies may have given their priority list of projects to be done.
