Deputy Speaker, even as we do what we are doing with the NG – CDF, this country must critically look at how money is disbursed to the counties, if we are to realize the gains of devolution. There is so much leakage and wastage that if we are not careful… I hear they want to be allowed to borrow money. I got scared when I heard that.
