    "content": "That is why you find that quite a number of these audit queries arise from poor documentation and inability to prepare basic things like bank reconciliations and relevant accounts. I would propose to the Committee that we look at the regulations pertaining to the operations of the NG-CDF. We need to request the NG-CDF Board to make amendments to the regulations, so that they have their own accountants and people to supervise the works, generate BQs and relevant certificates for payment. Currently, NG-CDF Managers rely on officers from the Public Works Department yet those officers have so much work. This has resulted in poorly prepared BQs and lack of supervision of works. Some of the structural challenges being highlighted here result from lack of supervision and negligence. I would, therefore, recommend to the Committee that they go back to the NG-CDF Board and make amendments. Even if it means slightly increasing the funding for administration and planning, it will be okay as long as the NG-CDF management committees become independent by completely de-linking them from the national Government in respect of undertaking of works."
