    "content": " Thank you, Hon. Temporary Deputy Speaker. I rise to second the position taken by the CDF Committee on the issue of the Bill that has been brought to this House or presented to us by the Senate. I take a keen consideration of the Report that emanated from the deliberations of the CDF Committee. Without saying much, the people who have the primary duty of developing our wards are the county assemblies because they are established by the Constitution. Therefore, it would be their duty to allocate money to their wards. Therefore, this matter should not have come here for our deliberations because they already have the money in the county coffers. It is for them to allocate money as per the needs of the individual wards. With those remarks, I second and support the Committee’s position."
