    "content": "Mr. Temporary Deputy Speaker, Sir, there was a time taxis were brought into this country through Somaia. Later Somaia was arrested and jailed in-house just for two years after which he was set free to enjoy what he had looted. This Bill now targets the “Somaias” of this world so that they will never enjoy what they have looted. Hon. Musila said that the police will not be able to enforce this new law. I beg to differ. The issue of police not enforcing any kind of Act is not because they are compromised. The police are getting demoralized because they do not have enough funds to remunerate them. Last time, my Minister had constituted an Implementation Committee on Police Reforms and we had agreed even with Treasury that we are going to improve on the salaries and allowances of the Police Force. When we saw the Printed Estimates, there was only an increment of Kshs1, 500. If we are not serious with the allowances and the salaries of the police, this will be an exercise in futility and we are not getting anywhere. We do not want our police officers to be demoralized. We will train these police officers, equip them and they will be able to enforce this particular law. Mr. Temporary Deputy Speaker, Sir, look at what the Printed Estimates are stating; that we will be given money for Closed Circuit Televisions (CCTVs). That particular money is within the Treasury. It is not given to us as a Ministry to implement. As long as we are going to have a demoralized police force, even if we pass this Bill and do not enhance their allowances and salaries, it might be an exercise in futility."
