    "content": "Madam Temporary Speaker, I was trying to find out. Each county has a Fund and an account at the Central Bank of Kenya (CBK) because it is provided for in the Constitution. The Judiciary also has a Fund. Do you know that Parliament is supposed to have a Parliamentary Fund, but it has not been put into effect? We do not have such a Fund. We are just getting money anyhow. In fact, that constitutional arrangement is not complete until we get a proper Parliamentary Fund."
