    "content": "Thank you, Madam Temporary Speaker. I want to take this opportunity to thank Sen. (Dr.) Langat for quoting the law, the Constitution, on issues health. I also want to inform him that the Geneva Conventions and additional protocols at times of war demand that hospitals be open and protected. The conventions require that patients must be given a safe passage to access hospitals. Governor Oparanya is closing hospitals, what a shame."
