    "content": "Hon. Speaker, recently the KMC’s roles were transferred to the Ministry of Defence through an Executive Order. This transfer of roles does not comply with the KMC Act and is not in tandem with the State Corporations Act. Further, the transfer was not subjected to public participation especially livestock farmers who are the main stakeholders. This transfer will have a negative effect especially to livestock farmers, leading to loss of livelihood. Hon. Speaker, it is against this background that I seek for a Statement from the Chairperson of the Departmental Committee on Agriculture and Livestock. In the Statement, the Chairperson should inform the House on the following: (i) What informed the re-organisation and transfer of the roles of KMC to the Ministry of Defence? (ii) What measures have been put in place to ensure business continuity and ensure that livestock farmers are not affected by the said re-organisation? (iii) Could the Cabinet Secretary state whether the process was subject to public participation? Thank you, Hon. Speaker."
