    "content": "Hon. Speaker, looking at this Bill and the timing, a lot of things are happening within our counties that require guidance and legislation. However, when we see the Senate focusing on matters that should be the purview of the National Assembly, chasing national Government issues rather than focusing on tightening up county legislation and how to make county governments operate effectively, then we are losing the plot. By the now in the seventh year of devolution, the Senate should have dealt with all the nitty gritty issues that concern counties. If they did not spend so much time weeping and all the drama… People have been chased around here and nobody weeps in that manner. Even us women do not weep in the manner we see people weeping in the Senate. If they avoided this drama, then we can deal effectively with some of these pertinent issues that affect our counties and strengthen devolution adequately."
