    "content": "Hon. Speaker, it is now almost eight years since the coming into force of county governments., yet they have not standardised their revenue collection systems. In most counties, there exist no guidelines to assist them to determine appropriate administrative arrangements for revenue collection and management. A number of counties have adopted structures which undermine control by their treasuries leading to poor coordination."
