    "content": "Even if you prescribe and come up with an efficient system of revenue collection, if there is not going to be fidelity to transparency and integrity of officers given the assignment of collecting revenue and their supervisors, then the system alone will not help. We must talk about corruption. To deal with it, we must start with the top leadership of every unit of Government. If it is in the counties, corruption must be discouraged from the office of the governor all the way to those who are collecting revenue."
